MINUTES OF MEETING
DECEMBER 4, 2003

PRESENT: Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Skip Lawrence, Peter Wade, Mike Stamowlaros, Ron Lesieur, Dave Colbert, Fred Chagnon and Secretary Andrea Deachman

Chairman Scott introduced the Board, and requested they review the minutes of November 6, 2003. The minutes were missing Mr. McDonald’s discussion.

Motion was made to accept the minutes with the addition of Mr. McDonald’s discussion.

Abutters:  Jim Plunkett

Dave Collier presented new plans to the Board at the last meeting there had been some question as to where a particular piece of property was that had the Frangione property listed as an abutter in the deed. Mr. Collier explained that this is the only deed that references the Frangione property he has gone back and researched and found the property to be located down farther on the plan and does not abut the Frangione property at all. Mr. Huntsberger who owns the property in question was satisfied with Mr. Collier’s representation prior to the meeting.

Motion was made to accept the lot line adjustment.

Mr. Kraft presented the Board with a drawing of the property. The abutters asked about staffing. There will be no employees at this time. There will be no sign on the property; most of the work that will be done will be either phone or computer.

Design Review closed.

Casey Hayes presented plans to the Board. This is a creation of one new lot.

Soil types need to be changed to reflect Chichester soils in the zoning. Zip code needs to be changed in the owner of record and Granny needs to be added to Howe Road.

Mr. Sargent presented the Board with Plans on dividing 18 acres off the original and creating 3 new lots. Mr. Sargent is aware of the wetlands zoning and is installing a bridge as the entrance as to not disturb the wetland area. The three new lots will be sharing a driveway. Set for Design Review next month.

REVISIONS ON JUNK YARDS AND WETLANDS ADDITIONS

Subdivision Regulations page 6 add P insert wetlands ordinance.

Site Review add J. insert wetlands ordinance.

Fix and post changes for Public Hearing January 8, 2004

DISCUSSION:                     ZONING CHANGES

Buffers between developments and town roads. Condos, 55 and older housing, junk yards, lighting and zoning violation penalty.

The Board was in agreement with the lighting ordinance and reviewed the proposed ordinance several changes were made and will be printed for Public Hearing in January.

The other items will be review by the Board and revisions made and proposed at the Public Hearing in January.

Junk Yard RSA to be changed from the N.H. Revised Statutes, Chapter 267, Section 1-4 to Chapter 236:111 through 236:129. This change is to reference the proper RSA.

Zoning Penalty will be increased to $100.00 per day as in the Subdivision and Site Review Regulations.
